One of the long-held perceptions that must be overcome in an organization is the belief that the elements of a Safety Management System are permanent in their design and implementation.

While a Safety Management System is intended to incorporate fundamental safety principles into the organization, the environment into which they are implemented is ever-changing:

  • People change
  • Conditions change
  • Budgets change
  • Leadership direction changes
  • etc.

At the same time, the overall Organizational Culture may be undergoing which will affect the Safety Culture.

The key is that if the safety process does not take into account the core values, continues to espouse, and allows to exists, safety efforts, while well intended, will be resisted and ineffective.
